		<description>It would have been helpful to remember the readership that Caracas stands more or less at the middle between GMT-4 and GMT-5 timezones, and hence that Venezuela did have GMT-4Â½ as legal time until 1965. It is also interesting to note that several Venezuela neighbours observed different timezones, and other are quite unstable in this respect.
So really the move is to come back to what was the previous standpoint, and is more adjusted to the Sun.

Of course, what you and the BBC said about President ChÃ¡vez is also correct!</description>
